TORRINGTON, Conn. — The former executive director of Torrington's Community Kitchen pleaded guilty earlier this month to two counts of fabricating physical evidence, according to an announcement Tuesday from Litchfield Judicial District Attorney David Shannon.
Lisa Hageman, 56, of Torrington, was arrested on Oct. 3, 2023, on suspicion of providing fraudulent community service letters to people in exchange for cash or gift cards.

As part of the plea agreement, Hageman was sentenced to five years in prison, suspended for five years, and ordered to pay $1,000 in restitution, the statement said.
According to an arrest warrant affidavit, Hageman has worked for the nonprofit Community Kitchen of Torrington since 1983, when she received community service as part of her community service requirements. provided a letter of community service to a person required to do so. The criminal case is pending in Litchfield Superior Court.

Hageman received two BJ's Wholesale gift cards totaling $1,000 from the person in exchange for a letter stating that the person had completed community service, according to the release.
A community service letter was then provided to the Adult Probation Department, showing that the individual had completed any court-ordered community service hours, even though he had not, Shannon said. Stated.

The affidavit states that on September 15, 2023, Mr. Hageman provided another individual with a community service letter and falsely claimed that the person had completed court-ordered community service in exchange for $1,000 in cash. It included what was written. The transaction was recorded on audio and video recording devices, Shannon said.
Hageman was arrested by inspectors from the Litchfield Judicial District State's Attorney's Office, according to the release.
Shannon acknowledged that the Waterbury Police Department's Narcotics Task Force and the Connecticut State Police's Troop L assisted in the investigation.
