Restaurant and bar State 28 Kitchen & Cocktails has opened in Old Town Louisville, owner Simon Kugelstadt said.

State 28 will offer handcrafted cocktails and artisanal food made with fresh local ingredients, with Kugelstadt explaining that the bar will offer upscale bar fare ranging from chicken fried steak and burgers to salmon and fajitas.
“Our chef is from New Orleans, so there's a little bit of Cajun flavor in the food,” Kugelstadt said. “We're not a Cajun restaurant, but there are little flavors that let you know the chef is in the kitchen.”
As for drinks, Kugelstadt said his team has developed an “Espresso Martini” that blends vanilla vodka with cream liqueur and cold brew coffee from Park Coffee House in Old Town.

The name refers to Texas being the 28th state admitted to the United States, and the restaurant's Texas-themed décor reflects that, Kugelstadt said.
Kugelstadt founded the company with partners Barry Luther, David Harvey and Colin Frank, who, like Kugelstadt, have years of experience in the industry, and Kugelstadt said he picked a veteran team to run the bar.
“I'd say the three main bartenders alone have about 50 years of bartending experience between them,” he says.
Kugelstadt said the ongoing redevelopment of the Old Town, including the upcoming opening of a beer garden, creates an opportunity for restaurants to open in the area.
“[The developments] “We try to get out there early because it brings more traffic to the area. It feels really good,” he said.

Kugelstadt said the restaurant will be open daily from 11 a.m. to late night, and plans call for Saturday and Sunday brunch featuring live music after the grand opening.
The restaurant is scheduled to have its grand opening with a ribbon-cutting ceremony the second week of August.
