Sweden and Canada announced they would resume aid payments to UNRWA, the United Nations agency for Palestinian refugees.
They were among 16 countries that suspended funding after Israel accused at least 12 UNRWA officials of involvement in the October 7 attack by Hamas.
The United Nations is investigating, and the French foreign minister is leading the investigation.
Sweden announced on Saturday it would send an initial 200 million kronor (£15 million, $19 million) after UNRWA agreed to spend and further tests on its staff.
“The government has allocated SEK 400 million to UNRWA in 2024. Today's decision concerns the first SEK 200 million payment,” it said in a statement.
This comes after Canada announced on Friday that it would resume funding to UNRWA while an investigation into its staff continues.
On October 7, Hamas militants crossed the Gaza border into Israel, killing around 1,200 people and taking more than 250 hostages.
In response, Israel launched air strikes and ground invasion operations on the territory.
More than 30,900 people have been killed in Gaza since then, according to the Hamas-led health ministry, and the amount of aid reaching civilians has plummeted.
The United Nations has warned that a quarter of the Strip's population is on the brink of starvation and children are dying of starvation.
UNRWA is the largest United Nations agency operating in Gaza. It provides health care, education and other humanitarian assistance and employs approximately 13,000 people.
Philippe Lazzarini, the group's director, said he was “cautiously optimistic” that donors would start funding again in the coming weeks.
He said the agency was “at risk of death” after major donors withdrew funding in late January following allegations that numerous staff members were involved in the Oct. 7 attacks. “There is,” he said. Lazzarini said within days that an investigation was underway and that these employees had been fired “to protect the authorities' ability to provide humanitarian assistance.”
“At stake is the short-term fate of the Palestinians in Gaza today, who are experiencing a completely unprecedented humanitarian crisis,” Lazzarini said.
Earlier this month, the European Commission announced it would release €50 million in funding for UNRWA.
According to 2022 data, Sweden is the fourth largest contributor to the agency's budget, and Canada is the 11th largest contributor to the agency's budget.
Canada's decision was announced Friday in a statement from the country's International Development Minister Ahmed Hussen.
He said the steps were taken “so that more can be done to respond to the urgent needs of Palestinian civilians” and “in recognition of the robust investigative process currently underway.”
The Canadian military will also donate approximately 300 cargo parachutes to Jordan for use in airdropping supplies into Gaza.
Meanwhile, a draft internal document compiled by UNRWA and seen by the BBC details widespread abuses against Palestinians, including UNRWA staff released from Israeli custody to Gaza.
In the document, former detainees describe widespread abuse.
The report said: “Government agency employees have been subjected to threats and coercion by Israeli authorities while in custody, including the agency's Hamas affiliation and UNRWA staff participation in seven terrorist attacks.'' , are under pressure to make false statements to Israeli authorities.” Atrocities of October 2023. ”
In a statement provided to the BBC, the Israel Defense Forces (IDF) denied the specific allegations and said, “The mistreatment of detainees during detention or interrogation violates IDF values and is against the IDF. , and is therefore absolutely prohibited.”
